The FIM 24,5 million Programme funded by the Government of Finland and the Gov’t of Vietnam administered by TTH Department of Planning & Investment (DPI) and technically managed by a Finish Consulting Firm. The overall objective of the Programme was to “enhance pro-poor growth in TTH Province by increasing the efficiency and poverty-impact of existing livelihood, infrastructure and administrative systems”. These objectives were to be achieved through conducting activities in three major components: Livelihood Services Development, Infrastructure Systems Development and Capacity Building. As a result, the Programme was rated as being “efficient” their effectiveness in institutionalization of good management practices and achievement of key objectives, such as poverty reduction.
