VIEW/023 was a EURO 4,75-million Project implemented in Quang Dien district of TTH Province. I worked as the Team Leader to lead the consulting team to review the status of implementation of Quang Dien’s activities proposed by the Participatory Appraisal of Competitive Advantages (PACA) exercise for local economic development (LED) using COMPASS Tool; track – based on relevant stakeholders’ expressed commitments for contribution – factors for the orientation of LED. From that, prioritize key factors to guide LED. as well as identify PACA’s critical successful factors. Led the training and field assessment of Participatory Appraisal of Competitive Advantages (PACA) of Local Economic Development.
Analyzed and assess comparative advantages of locally potential products, especially NTFPs in terms of opportunity cost, investment options between the neighboring districts and TTHue province during the PACA exercise; and provided final consultant’s report to the project management board.
